The query to load packages can change quite a bit due to your privileges in the database, and I made some changes in 12.12 to improve query performance. In doing so I probably broke it for your set of privileges. Can you give me a spool SQL doing the same thing from 12.11 and 12.12, where you don't see package bodies? Thanks.
